No progress on Donbas special status, local elections - Putin

MOSCOW. Feb 15 (Interfax) - There is still no progress in the implementation of the Minsk Agreements, including on the issues of a special status for Donbas and holding local elections in the region, Russian President Vladimir Putin said.

"As is known, the authorities in Kyiv are refusing to observe the 2015 Minsk arrangements and agreements, and the agreements reached at later 'Normandy format' summits, including in Berlin and Paris. There have been no shifts on such key points such as the constitutional reform, amnesty, local elections, the legal aspects of a special status for Donbas," Putin told a press conference after talks with German Chancellor Olaf Scholz on Tuesday.

"Also, Ukraine has still not enshrined in its legislation the formula proposed by Mr. [Frank-Walter] Steinmeier, the former German foreign minister and now president of Germany, as a compromise on the implementation of the Minsk Agreements in key areas," Putin said.

"Regrettably, these have still not been implemented either," he said.
