MOSCOW. Feb 21 (Interfax) - The Russian bill suspending the Strategic Arms Reduction Treaty (New START) will become law on the day of publication.
"This Federal law will be effective from its official publication day," says the bill submitted by the president to the State Duma on Tuesday.
It also says that the decision on whether to resume the treaty will be made by the president of Russia.
