MOSCOW. Feb 22 (Interfax ) - Only the Russian president will decide whether conditions have ripen for reviewing the decision to suspend Russia's fulfillment of the New START, Russian Deputy Foreign Minister Sergei Ryabkov said on Wednesday.

"The president will decide if and when the conditions ripen for revising or updating the yesterday's decision or taking additional countermeasures. These are the issues only the president can decide on by making a respective assessment," Ryabkov told reporters in Moscow.

He said so while answering a question what decisions should be made by the United States so that Russia could resume the fulfillment of the New START.

"For now, we do not see any sign of a change for the better in Washington's behavior at least in some aspects," Ryabkov said.
