Authorities in Russian regions to be entitled to impose additional restrictions for draft dodgers - State Duma's Kartapolov

MOSCOW. April 11 (Interfax) - Regional authorities will be entitled to impose additional restrictions on persistent draft dodgers, Russian State Duma Defense Committee Chairman Andrei Kartopolov said.

These measures could be included in amendments to improve military registration in Russia, he said. "Indeed, we assume that these enforcement measures could be used. They will be applied if a person liable for military service fails to show up at the military enlistment office within 20 days (after receiving a digitally signed notice from the military commissar). This could be a restriction on driving a vehicle, on the registration of vehicles, [or] a restriction on registering an individual enterprise or self-employed status," Kartopolov said.

Restrictions could also affect "transactions for real estate, for land, [or] to obtain loans and credits," he said

"In addition, with this bill we are planning to provide opportunities for the regional authorities to impose additional restrictive measures - those that they deem necessary in this case," he said.

The proposed measures are aimed at ensuring social justice, "because service in the Armed Forces is a sacred duty of every citizen, it is an honorable duty, which is stipulated by the country's Constitution," Kartopolov said.

"You will agree that if one person performs this duty in good faith, but another does not (dodging military service), then they probably cannot live in equal conditions," Kartopolov said.
