"Tens of thousands of people have to date signed up or gone as volunteers from Moscow: 22,000 people left during mobilization, 21,000 during the first wave of contract-signing, and another 23,000 people will leave this year, during the second wave of contract-signing," Sobyanin said at the Territory of Meanings forum on Tuesday.
