MOSCOW. June 2 (Interfax) - Interfax publishes the full text of the Russian memorandum handed over to the Ukrainian side in Istanbul on Monday:
Section I
Key parameters of the final settlement:
1. International legal recognition of the incorporation of Crimea, the Lugansk People's Republic (LPR), the Donetsk People's Republic (DPR), Zaporozhye and Kherson regions into the Russian Federation; complete withdrawal of Ukrainian Armed Forces units and other Ukrainian paramilitary formations from these territories;
2. Ukraine's neutrality, implying its refusal to join military alliances and coalitions, as well as a ban on any military activity by third countries in Ukraine and the deployment of foreign military units, military bases, and military infrastructure there;
3. termination of and refusal to conclude in the future international treaties and agreements that are incompatible with the provisions of paragraph 2 of this Section;
4. confirmation of Ukraine's status as a state that does not possess nuclear and other weapons of mass destruction, with a direct ban to be imposed on their acceptance, transit, and deployment on the territory of Ukraine;
5. setting the maximum number of personnel of the Ukrainian Armed Forces and other Ukrainian military formations, the maximum number of weapons and military equipment and their permissible characteristics; disbanding Ukrainian nationalist formations within the Ukrainian Armed Forces and the National Guard;
6. ensuring the full rights, freedoms, and interests of the Russian and Russian-speaking population; granting Russian the status of an official language;
7. a legislative ban on the glorification and propaganda of Nazism and neo-Nazism, the dissolution of nationalist organizations and parties;
8. lifting all existing economic sanctions, bans, and restrictive measures between the Russian Federation and Ukraine and refraining from imposing new ones;
9. resolving a range of issues related to family reunion and displaced persons;
10. relinquishing mutual claims regarding damage caused during hostilities;
11. lifting restrictions on the Ukrainian Orthodox Church;
12. phased restoration of diplomatic and economic relations (including gas transit), transport and other communications, including with third countries;
Section II.
Terms of ceasefire
Option 1
The start of a complete withdrawal of the Ukrainian Armed Forces and other militarized units of Ukraine from Russia's territory, including the DPR, LPR, the Zaporozhye region and the Kherson region, and their redeployment to a distance agreed between the Parties from Russia's borders, in line with the endorsed Regulation.
Option 2. Package Proposal
1. prohibition of redeployments of the Ukrainian Armed Forces and other militarized units of Ukraine, except for transfers for purposes of withdrawal to a distance agreed between the parties from Russia's borders;
2. termination of mobilization and start of demobilization;
3. termination of foreign supplies of military products and foreign military aid to Ukraine, including satellite communications services and intelligence;
4. exclusion of military presence of third countries on Ukrainian territory, termination of involvement of foreign specialists in military activities on the side of Ukraine;
5. guarantees of Ukraine's cessation of sabotage and disruptive activities against Russia and its citizens;
6. establishment of a bilateral ceasefire monitoring and control center;
7. mutual amnesty of 'political prisoners' and freeing of detained civilians;
8. repeal of martial law in Ukraine;
9. announcement of a date for holding elections of the president and the Verkhovna Rada of Ukraine, which must take place no later than 100 days after the repeal of martial law;
10. the signing of an agreement on implementing the provisions of Section I.
Section III
Sequence of steps and their timeframes
1. start of work on the text of the Agreement;
2. announcement of two- or three-day ceasefire to remove the bodies of the dead in the 'grey zone';
3. unilateral transfer of 6,000 bodies of Ukrainian soldiers to Ukraine;
4. signing of a ceasefire memorandum comprising specific dates for the implementation of all its provisions and determination of the date of signing of the future Agreement on the final settlement (hereinafter referred to as the Agreement);
5. a 30-day ceasefire is established the moment Ukraine starts withdrawing its armed forces. The full withdrawal of Ukrainian armed forces from Russian territory and the full implementation of the 'package agreement' should be effected within these 30 days;
6. Ukraine holds elections and forms government bodies;
7. signing of the Agreement;
8. approval of the signed Agreement by a legally binding UN Security Council resolution;
9. ratification, entry into force and implementation of the Agreement.
