Russia foiled 69 terror plots in 2008 - FSB chief (Part 2)

MOSCOW. Oct 14 (Interfax-AVN) - Russian intelligence agencies have foiled 69 terror plots so far this year, including planned terror attacks by Al Qaeda in Sochi and Anapa in the summer, said Russia's Federal Security Service (FSB) Director Alexander Bortnikov.

"This year we have identified and prevented 69 terror crimes, 36 of which were planned by terrorists in public places," Bortnikov said at a session of the National Anti-Terrorist Committee in Moscow on Tuesday.

"In July-August this year we foiled terror plots planned by Chechen leader Umarov and Al Qaeda's emissary at the resort cities of Sochi and Anapa that involved the use of powerful improvised explosive devices," the FSB chief said.

"At the same time, the goal of timely identifying and preventing terror attacks at the stage of their planning and preparation has not yet been fully achieved," Bortnikov said.

Apart from searching and killing terrorists, we need to implement preventive measures under Russia's 2008-2012 plan of countering terrorism through information technologies, he said.
