GROZNY. June 22 (Interfax-AVN) - A group has been formed in the North Caucasus to investigate the incident in the village of Borozdinovskaya in Chechnya, Russian presidential envoy to the Southern Federal District Dmitry Kozak told the press in Grozny on Wednesday.
He said the group will be led by Nikolai Khazikov, head of the North Caucasus Department of the Prosecutor General's Office.
Kozak said the group has been instructed to carry out a thorough investigation and bring those guilty to account.
"If anyone thinks that humiliation of civilians will be tolerated, they are mistaken. Explanations like 'you cannot make an omelet without breaking an egg' are absolutely unacceptable," said Kozak.
A sweep operation was carried out in Borozdinovskaya on June 4. One person was killed and 11 went missing, while four houses were destroyed during the operation, the Dagestani authorities said. In response, up to 1,000 Borozdinovskaya residents moved to Dagestan's Kizlyar district.
"The incident in Borozdinovskaya village may result in many people joining guerilla groups," Kozak told Chechen officials in Grozny.
"We've created conditions in which guerilla forces may increase manifold. They will gloat over this," he said.
He said those guilty must be found, the village residents persuaded to return to their homes and security guarantees must be provided to them.
Kozak said no one will be allowed to fight against bandits using bandit methods. "We won't allow anyone to break the law," he said.
