Russia allots $3Mln to counter terrorism financing (Part 2)

MOSCOW. June 23 (Interfax-AVN) - Russia allotted about $3 million in 2005 to finance the activities of the Eurasian regional group against money laundering and the financing of terrorism, Russian Financial Monitoring Committee chief Viktor Zubkov said at an international conference dealing with prospects of measures against terrorism in the CIS on Wednesday.

This money should finance the appraisal of the needs of the group's members, i.e. Russia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and China, in technical assistance, the establishment of a training and methodological center in Moscow, and the organization of training courses for specialists from other countries on the basis of the Russian Financial Monitoring Committee, Zubkov said.

Moscow plans to host a conference of the group's member-states and donor organizations in December this year, Zubkov said.

One of the most important areas of activity is the development of proposals on unified information exchange standards between the group's members, Zubkov said. Proposals are also being prepared to set up a common database of organizations and individuals involved in extremist activities, and an analogous databank is being set up within the Shanghai Cooperation Organization, he said.

The Russian Financial Monitoring Committee's list of organizations and people involved in extremist activities currently contains 112 organizations and 317 individuals from a list of international terrorists coordinated with UN Security Council resolutions and 21 organizations whose activities in Russia were halted under a Supreme Court ruling, Zubkov said.

In addition, the list contains 766 individuals against whom criminal cases on terrorism charges have been opened or whom courts have found guilty of committing such crimes, he said.

The Russian Financial Monitoring Committee has uncovered 109 bank accounts belonging to organizations and individuals from the list of those involved in terrorist activities, he said.
