Former intelligence officer proposes intl anti-terror center

MOSCOW. July 25 (Interfax-AVN) - The special services of leading countries around the world should create a joint coordinating center to successfully counter terrorist groups, Soviet intelligence service veteran and writer Mikhail Lyubimov told Interfax on July 23.

"The recent series of terrorist attacks in London and today's terrorist sortie in Egypt are, in my opinion, a worrisome symptom that terrorists are stepping up their activities. As the first step toward a more effective fight against them, it would be useful to create a joint coordinating center, which will involve the special services of the world's leading nations," Lyubimov said.

At the first stage, such a center should establish a viable system "to exchange up-to-the-minute intelligence information. It is not a cure-all but it is a necessary measure," he said.

"Overcoming political disputes and stopping all games around 'good' and 'bad' terrorists" are key to bringing cooperation in that area to a higher level, he said.

The July 7 and July 21 bombings in London might have been masterminded by different forces, Lyubimov said.

"I cannot believe that a major group that obviously organized the July 7 blasts could have again played a role in that (July 21 - Interfax) series of obviously unsuccessful terrorist attacks. Rather, it was some local group of extremists that repeated the scenario of the terrible July 7 explosions at its own initiative and as far as its capabilities permitted," he said.
