MOSCOW. July 4 (Interfax-AVN) - The State Duma on Wednesday is to debate a bill that would give the president the right to use special services and units abroad to fight terrorists.
The bill is expected to be heard at once in the second and third readings, Duma Speaker Boris Gryzlov told the press after Tuesday's Duma Council meeting.
The bill is expected to be passed in the wake of the recent ratification of the Council of Europe's Convention for the Prevention of Terrorism and the adoption of the Federal Law on Combating Terrorism.
The bill would give the president the right "to order the use of army and special task forces abroad to fight terrorist operations against Russia or against Russian citizens or persons without citizenship who permanently reside in Russia," Gryzlov said.
The bill, authored by a large group of deputies and senators, proposes a wide range of economic measures, which necessitate amendments to the criminal code.
"Seizure of property from persons convicted of terrorism is to be introduced for the first time in the post-Soviet era," he said.
