TBILISI. April 17 (Interfax-AVN) - Georgia would qualify a planned move by Russia to establish "special relations" with Georgia's breakaway Abkhazia and South Ossetia regions as a case of annexation of Georgian territory, the Georgian foreign minister said.
Georgia would also qualify it as "a gross violation of international rules on the recognition of the territorial integrity of states," David Bakradze told reporters.
