BERLIN. June 5 (Interfax-AVN) - All matters related to penitentiary procedures, including those involving Mikhail Khodorkovsky, are based on domestic legislation and cannot be a subject of interstate talks, Russian President Dmitry Medvedev told reporters in Berlin after talks with German Chancellor Angela Merkel on Thursday.
"Issues related to penal jurisdiction cannot be a subject of interstate talks. This is a matter of state sovereignty," Medvedev said.
