Intl agreements have priority to local authorities' decrees to Black Sea Fleet - Medvedev

DUSHANBE. Aug 28 (Interfax-AVN) - International agreements have priority to decisions made by the local authorities in issues relating to the operation of the Russian Black Sea Fleet, based in Ukraine, Russian President Dmitry Medvedev said.

Medvedev pointed out that there is a special agreement on the fleet, and "all issues are resolved on its basis."

"Any international agreement has more rights than do decrees issued by the local authorities," Medvedev said.

"The Russian fleet is part of the Armed Forces and reports to the supreme commander-in-chief," said Medvedev.

"Everything else is emotions and I do not want to comment on them," he said.
