MOSCOW. April 16 (Interfax-AVN) - A rough draft of the new treaty on the reduction of strategic offensive armaments, which will replace START 1, may be ready by this summer, Deputy Chairman of the Federation Council International Affairs Committee Vasily Likhachyov told the media on Thursday.
"I think that the order of the Russian and American presidents to prepare a rough draft of the new treaty, which will replace START 1, will be fulfilled by June-July," he said.
Despite certain disagreements over the limitations on strategic offensive armaments, the political will of both heads of state will make it possible to reach an acceptable agreement, he said.
Even if the new treaty limits the number of Russian nuclear warheads, it will not cut Russia's national defense capability, Likhachyov said.
