MOSCOW. July 2 (Interfax-AVN) - Russia's new military code will have bee approved by the end of 2009, Deputy Security Council Secretary, ex-chief of the General Staff, General of the Army Yury Baluyevsky told Interfax.
"In mid July, the commission for military development, which I head in the Security Council, will consider an edited military code, its main sections and provisions. The doctrine has actually been put together and it is now being discussed paragraph by paragraph, and negotiations are being held on the most fundamental aspects with the working groups, formed by the Defense Ministry and other law enforcements structures and agencies," he said.
"I have no doubts that we will be through with this work as planned, and negotiate the new edition by the end of the year," the general said.
Baluyevsky earlier told Interfax that, "the new edition must provide solutions to the most pressing problems of ensuring Russia's military security, including the right to use nuclear weapons as an instrument of strategic deterrence at the current stage."
