Russia may help Afghan reconstructions given international funding, security

MOSCOW. Feb 15 (Interfax) - Russia is ready to take part in reconstruction projects in Afghanistan in case this participation is funded by international organizations, Russian Security Council Deputy Secretary Vladimir Nazarov told Interfax.

Afghanistan has about 140 facilities, such as roads, bridges, hospitals, tunnels, plants, schools and universities built by Soviet specialists, he said.

"We are ready to take part in their reconstruction. The projects may be funded from international sources, i.e. the World Bank, the International Bank for Reconstruction and Development, the Asian Development Bank and other international fiscal institutions," Nazarov said.

"Security is the biggest problem. We are ready to do the reconstructions only in secure areas, primarily northern Afghanistan. Our assistance may broaden along stabilization in Afghanistan," he said.

Russia has made an important contribution to the economic assistance to Afghanistan by writing off $12 billion debts, Nazarov said.
