MOSCOW. May 31 (Interfax-AVN) - The Russian Armed Forces cannot fully switch to contract service, the head of the main morale and welfare department of the armed forces, Yuri Dashkin, said at a State Duma roundtable.
"A contract army cannot cover the huge territory we have inherited," he said.
"The armed forces have to rely on conscripts due to the economic conditions," Dashkin noted. 'There is simply no other way."
