Referendum will take place whatever the turnout - interim govt

BISHKEK. June 22 (Interfax) - No turnout threshold has been envisioned for the referendum on the constitution to be held in Kyrgyzstan, the interim government said.

"The tentative procedure for the referendum, scheduled for June 27, 2010, does not set any turnout threshold, interim Deputy Prime Minister Omurbek Tekebayev said in a statement.

A decree has been passed in the wake of the disturbances on June 10 to 14 declaring a state of emergency in individual districts of the Osh and Jalal-Abad regions and saying that the referendum will not be held if martial law or a state of emergency is declared in the whole of Kyrgyzstan, he said.

"If a state of emergency is in place in individual districts, the referendum will be held on condition that the number of citizens, entered on voter lists and residing in these districts, is less than half of Kyrgyzstan's voters," he said.

"Therefore, the referendum will take place on the entire territory, including in the districts and cities of the Osh and Jalal-Abad regions, irrespective of whether or not a state of emergency has been declared in them. All citizens, wherever they are on polling day, have the right to cast their votes in the nearest polling station," Tekebayev said.

"The state of emergency will remain in place in individual districts until June 25, inclusive," he said.

Police will intensify the patrolling of streets and public places, including polling stations, before and during the referendum, Tekebayev said.
