MP wants State Duma to debate Russian terms for new START ratification again

MOSCOW. Oct 29 (Interfax) - The chairman of the State Duma International Affairs Committee, Konstantin Kosachyov, has said he thinks there is a need to revisit the recommendations given to the chamber earlier regarding the ratification of the new START signed with the United States.

"I will recommend that my colleagues 'open' the decision adopted by the Duma committee earlier and discuss our ratification terms again," Kosachyov said.

"Analysis of American texts leaves no room for doubt that we will have to seriously adjust the presidential ratification bill, mentioning the parameters of START implementation, the appropriate responsibilities and powers of the president, the government and the Federal Assembly, areas of the Russian strategic nuclear forces' development, as well as exceptional circumstances under which we could stop obeying the treaty either in the bill itself or accompanying statements in detail," the MP said.

"It is a shame that this could happen. It is a shame especially as today's American activity proceeding in the direction opposite to the ratification of the new START is pre-election, not strategic, which, nonetheless, could block the 'reset button'," Kosachyov said.
