MOSCOW. Feb 11 (Interfax-AVN) - Army and navy officers will be rotated every three-to-five years, Chief of the Russian General Staff Nikolai Makarov announced Thursday.
Addressing army and navy veterans in Moscow, he said: "Rotation will remain. Every three-to-five years we will rotate the officers' staff. No one will stay in one place".
Before the army reform, officers in a number of districts could have served their way up from lieutenant to major-general without changing places.
"In the Moscow Military District, for example, former lieutenants could make it up to major-general. When offered the Siberian Military District, 80% of staff management officers tendered their resignations," General Makarov said.
