MOSCOW. April 26 (Interfax) - Russian President Dmitry Medvedev's proposals to develop an international nuclear facility security system adding a number of clauses to the existing conventions and the IAEA (International Atomic Energy Agency) charter.
The initiative involves, in particular, "a state's responsibility for timely and sufficient measures in response to a disaster to minimize its consequences," the Russian president's press office said.
Medvedev suggested creating regulations for coordinating the efforts between the state, the operator and the regulator in handling the disaster and reducing the level of its consequences.
