ST. PETERSBURG. May 20 (Interfax) - Law abuses are impermissible in international relations, Russian President Dmitry Medvedev said.
"Absolutely new mechanisms are needed today if the problems of exterritoriality and interaction between international and national systems of law are to be solved, or else gaps in legal regulation will lead to unmanageable disagreements and conflicts," Medvedev told the first St. Petersburg International Law Forum on Friday.
"Law abuses are unacceptable in international relations, and mutual interests must be respected," he said.
Any action to be taken in relation to a foreign citizen, to say nothing of his extradition, can only be practiced with due account taken of his nationality, Medvedev said.
States and their associations are no longer the sole parties in international relations, he said.
There is a multitude of popular and respected nongovernmental organizations, whose role has been growing in international relations, Medvedev said.
"We are witnessing the emergence of new autonomous non-state legal regimes that live according to their principles and laws. We as lawyers have no right to disregard them," Medvedev said.
