MOSCOW. May 23 (Interfax) - Russia is calling on the participants in the Libya conflict to observe the UN Security Council's Resolution 1973 and stop the broad interpretation of its provisions to secure the goals not stated in this resolution.
"We are again calling on the parties to closely follow the spirit and letter of the UN Security Council's Resolution 1973 and stop the practice of broad interpretation of its provisions to secure goals not stated in it," Russian Foreign Ministry official Alexander Lukashevich said in a commentary posted on the Russian Foreign Ministry website on Friday.
The Russian Foreign Ministry believes loose treatment by NATO of the UN Security Council's Resolutions 1970 and 1973 is unacceptable.
"We believe such loose treatment of the UN Security Council's Resolutions 1970 and 1973 is unacceptable," the commentary says.
The sole purpose of imposing a no-fly zone over Libya sanctioned by the UN Security Council was to prevent the use of the Libyan government's military aviation against civilians. "It is perfectly obvious that the actions taken by the coalition go far beyond the limits of this purpose and in some cases directly contradict it," the report says.
The coalition participants, which have recently assumed responsibility for the imposition of a no-fly zone over Libya, have begun increasingly expanding the targets of their bombardments, the Russian Foreign Ministry said.
"To justify their actions, the leaders of the NATO countries are giving arguments in accordance with which any buildings in which "strikes against civilian population are planned' fall into the category of 'military command objects,'" the ministry said.
"The talks stating that the NATO actions are justified are accompanied by the deaths of civilians, that it, we are having a major encroachment on one of the basic human rights, the right to life," the report says.
The Russian Foreign Ministry also said that the NATO bombing is destroying civilian infrastructure objects, which sharply reduces the possibility for the people of Libya to exercise their social and economic rights. The Russian Foreign Ministry believes further conservation and aggravation of the conflict will inevitably lead to major and rampant violations of the entire set of human rights outlined in international documents.
The Russian Foreign Ministry also called on the conflict parties to provide possibilities for political dialogue in Libya on the country's future.
"We reiterate that only the people of Libya should decide on the path that the Libyan state will take," the Russian Foreign Ministry said.
