ASTANA. May 23 (Interfax) - The suicide bomb explosion at the building of the National Security Committee (KNB) in Aktobe (the administrative center of the Aktobe region) bears the hallmarks of terrorism, User Mizanbayev, KNB deputy chairman, said.
However, "it is too soon to draw conclusions," he said, when asked whether a terror attack is being investigated as one of the possible theories.
"If you know the legislation well, then there should be a reason and ground for everything. If there are hallmarks, it means they are there," he said.
Asked why the persons detained as part of this criminal investigation are suspected of "terrorism" and "the creation and management of a terrorist organization and involvement in its activities" Mizanbayev said: "It means there are hallmarks."
"Any crime has an extremist start, even (in the case) with hooligans. All details of this crime will be provided upon completion of the investigation," he said.
Local resident Rakhimzhan Makatov, 25, detonated a low-yield improvised explosive device in the building of the Kazakh National Security Committee's branch for the Aktobe region on May 17, killing himself and injuring two other people.
According to the Prosecutor General's Office, Makatov could have decided to blow himself up in order to avoid going to prison for committing a series of crimes within an organized criminal group.
