Most terrorists have no links with al-Qaeda - Bortnikov

ST. PETERSBURG. July 6 (Interfax) - The majority of terrorist organizations operate independently from al-Qaeda, said Alexander Bortnikov, Director of the Russian Federal Security Service (FSB).

"The majority of international terrorist groups have long been operating autonomously from al-Qaeda and bin Laden," he said at the 20th meeting of intelligence, security and counter-terrorism unit chiefs in St. Petersburg on Wednesday.

Internet has turned into a universal tool of recruiting and training new terrorists and planning and coordinating terrorist activities.

"It is there [on the Internet] that the real war is being waged for the hearts and minds of ordinary civilians, primary young people," the FSB director said.
