Totalitarian form of governance 'deadlock' - Putin

LAKE SELIGER, Tver region. Aug 2 (Interfax) - There will be no return to the totalitarian form of governance in Russia, said Russian Prime Minister Vladimir Putin.

"It is an inefficient method of governance, it is a dead-end path particularly in modern conditions because of all elements of a totalitarian regime - there is the main thing that causes harm - the totalitarian form of governance kills off freedom and human creativity," he said, responding to a question posed by an attendee of the Seliger youth forum.

"As a result, the economy, the social sector and politics become inefficient, such a state is doomed," the prime minister said.
