The Russian died in the hospital from his injuries allegedly inflicted by policemen, who interrogated him over his possible involvement in mass riots in the south of the country last summer.
"An investigation has exposed serious organizational shortcomings and the absence of proper control over the work of district police departments," the spokesman said.

Nuriyev, director of the Bazar-Korgon district's criminal investigation department O. Turganbayev, director of the Jalal-Abad region's criminal investigation department M. Mamataliyev, as well as officers of the Bazar-Korgon district's criminal investigation department N. Tutashev and U. Ismailov," he said.
"Jalal-Abad region police chief S. Bakirov and his deputy in charge of operative work M. Sheraliyev have been severely reprimanded," the spokesman said.
