MOSCOW. Oct 24 (Interfax) - Russia has filed a draft resolution to the UN Security Council on lifting a no-fly zone from Libya, the Vesti-24 news television channel reported on Saturday.
"Since the no-fly zone over Libya was imposed by the UN Security Council, it is supposed to make a decision on lifting it. Radical changes have occurred in Libya. We expect that a liberation declaration could be adopted on Saturday. It is time to phase this out, including the no-fly zone," Russian permanent envoy to the UN Vitaly Churkin said.
Russia intends to submit a draft resolution to the UN Security Council on measures to prevent man-portable air defense systems (MANPADS) from Libya from falling into the hands of terrorists, he said.
"Weapons became unattended in the atmosphere of conflict in Libya, the depots have been plundered, and weapons are leaking out of Libyan territory," Churkin said.
