MAKHACHKALA. July 4 (Interfax) - An anti-terrorist operation regime was put in place in Kaspiysk, Dagestan, after a group of militants was blocked in a residential building, an official with the Operative Headquarters in Dagestan told Interfax.
""Up to four militants have been blocked in a residential building. An anti-terrorist operation regime was put in place at 11:00 a.m. Residents of the nearby buildings are being evacuated. Negotiations are being conducted with the suspects," the source told Interfax on Wednesday.
The men blocked in the buildings are believed to members of a local terrorist group, the source said.
