Criminal case opened against former, current commander of Defense Ministry rocket division

MOSCOW. Nov 30 (Interfax) - A criminal case has been opened against a general and a colonel, the current and former commanders of a Defense Ministry rocket division, who are accused of paying a commercial organization over 4 million rubles for work that was never done.

"In the course of the past few years, the former and current commanders of a Rocket Troops installation, Major-General Oleg Antsifirov and Colonel Eduard Stefantsov, signed acceptance certificates for the work to reclaim retired silo launch systems in the Kaluga region," the Main Military Prosecutors said in a report posted on their website on Friday.

The damage done to the state is estimated at 4.4 million rubles, the report says.The facts were revealed in a probe conducted by Rocket Forces prosecutors into the observance of laws on the use of budget funding in accepting work done under state contracts.

"Criminal cases have been opened against Antsifirov and Stefantsov on the basis of evidence of the crime enshrined by Part 3 of Article 286 of the Russian Criminal Code (abuse of office leading to grave consequences) based on the prosecutors' materials," the military prosecutors reported.
