MOSCOW. Feb 21 (Interfax-AVN) - A Russian commission has completed its inquiry into the failed launch of a Zenit rocket, which fell back into the Pacific Ocean shortly after takeoff as part of the Sea Launch program in early February, Oleg Bochkaryov, deputy chairman of the Russian government's Military Industrial Committee, told journalists on Thursday.
"We have reported everything we managed to establish. Those guilty will face penalties," he said, declining to provide further details.
