Transdniestria to introduce new border-crossing rules for OSCE mission from Feb 1

TIRASPOL. Jan 22 (Interfax) - The Transdniestrian State Security Committee (KGB) issued a statement on Tuesday, highlighting the violations by an Organization for Security and Co-operation in Europe (OSCE) mission of the rules allowing its presence in the Transdniestrian territory.

"In view of this, the State Security Committee of Transdniestria hereby formally declares that as of February 1, 2014, the crossing of the Transdniestrian national border by all representatives of the OSCE Mission to Moldova, except the Mission members participating in the work of the Joint Control Commission and the head of the Mission, will be carried out exclusively through the Bender-Chisinau and Dubasari-Criuleni (Dubossary Bridge) international checkpoints," the KGB said.

In particular, there have been "instances of repeated violation by certain members of the OSCE Mission of their rules and mandate, who during their presence in the Transdniestrian territory committed actions incompatible with their formal duties and tasks," the KGB said.

The KGB also pointed to the "biasness of the report" presented by the Mission head, Jennifer Brush, at a plenary session of the OSCE Permanent Council on November 21, 2013, and the unfriendly nature of her address to the Joint Control Commission on December 5, 2013.

The KGB of Transdniestria has therefore decided to introduce from February 1 special regulations for Transdniestrian border crossing for all Mission representatives, excluding its head and the representatives who attend sessions of the JCC, a body in charge of the peacekeeping operation in the Moldovan-Transdniestrian conflict zone.

"In these conditions, the KGB of Transdniestria considers it necessary to take measures to ensure a transparent and orderly nature of the work of the Mission representatives in the territory of the Transdniestrian Moldovan Republic," the KGB said.

This is a temporary measure which will be lifted once the relations between Transdniestria and the OSCE Mission normalize.
