MOSCOW. Feb 17 (Interfax) - The UN Security Council will not allow transporting humanitarian aid to Syria without consent of the Syrian authorities, Russian Foreign Minister Sergei Lavrov said.
"The UN Security Council is scrutinizing the humanitarian situation in Syria and negotiating a universally acceptable resolution," he said at a Monday press conference following negotiations with Eritrean Foreign Minister Osman Saleh.
"Some members of the Security Council would like the resolution to have a clause, which will demand the admission of humanitarian convoys across the [Syrian] state border even without consent of the central authorities," the Russian minister said.
"This directly contradicts international humanitarian laws and norms endorsed by the UN for humanitarian operations, and the Security Council will not set such precedents," Lavrov emphasized.
"The UN Security Council will not set any precedents, which may be used as a pretext for humanitarian interventions. You can be sure about that. I cannot vouch for the degree to which certain states may dare to act in evading the Security Council," he added.
