DONETSK. June 27 (Interfax) - Consultations between the leaders of the Donetsk and Luhansk People's Republics, Russian Ambassador to Ukraine Mikhail Zurabov, the OSCE mission, and Leonid Kuchma and Viktor Medvedchuk, who represent Kyiv, began in Donetsk on Friday, an Interfax correspondent has reported.
Oleg Tsarev, chairman of the Council of the People's Republics (the Donetsk and Luhansk People's Republics), earlier said he would not participate in the three-party negotiations in Donetsk on Friday.
