MOSCOW. Nov 24 (Interfax) - The State Duma on Friday ratified the intergovernmental agreement with Armenia on cooperation in the sphere of military courier and postal communications of December 2, 2013.
"It aims to create legal foundations for the delivery of military correspondence to the 102nd military base stationed in the Republic of Armenia and proper protection of this correspondence," Russian Deputy Defense Minister Nikolai Pankov said in the State Duma meeting.
The document creates conditions making it possible to deliver urgent documents and some cargo to the command of the Russian military base within 24 hours, he said.
The Defense Ministry official said the document files state messengers and couriers the right to carry service weapons.
