Withdrawal of heavy arms in eastern Ukraine possible only after ceasefire - self-proclaimed Luhansk republic envoy

MOSCOW. Jan 28 (Interfax) - Before negotiating the withdrawal of heavy weapons in eastern Ukraine, the opposing parties must first observe a ceasefire, says Vladyslav Deineho, the self-proclaimed Luhansk people's republic (LPR) envoy to the Minsk contact group negotiations.

"It is necessary first to secure a full ceasefire and only then talk about the withdrawal of heavy weapons," Deineho told Interfax on Wednesday.
