Bureaucratic obstacles force DPR to delay prisoner swap

MOSCOW. Feb 11 (Interfax) - The self-proclaimed Donetsk People's Republic (DPR) militia and the Ukrainian army will not exchange prisoners on Wednesday, the press service of the DPR human rights ombudsperson said.

"There will be no prisoner swap today. The reason is purely bureaucratic, as often happens during exchanges," the Donetsk news agency quoted the report as saying.

The press service pointed to frequent bureaucratic problems on the part of Ukraine. "Ukraine is a larger state and they have problems all the time: they fail to bring one prisoner but bring another instead. In short, nothing unusual is happening," the press service said.

The next prisoner swap can be expected "in the foreseeable future," it noted.

DPR human rights ombudsman Darya Morozova said earlier they had planned a prisoner swap for February 10-11.
