Ceasefire, arms withdrawal must precede talks on Donbas 'special status' - DPR official

MOSCOW. Feb 13 (Interfax) - The future "special status" of Donbas will not be discussed before the top few points in Thursday's conflict settlement agreement such as ceasefire and withdrawal of heavy weapons from the frontline are implemented, said the head of the parliament of the self-declared Donetsk People's Republic.

"At the moment it's too early to speak about what that special status will be like. The difference between the current document and the preceding one is that it is to be implemented step by step. Hence points written down at the beginning of the document have to be implemented before one gets to the special status issue. It's only after this that a mutually acceptable form of special status would be discussed," Andrei Purgin told Interfax on Thursday.
