MOSCOW. April 6 (Interfax) - The constitutional reform in Ukraine must be conducted with the consent of Donetsk and Luhansk, Russian Foreign Minister Sergei Lavrov said.
"The Minsk agreements stipulate that the constitution reform includes granting Donbas special status and is to be conducted with the consent of Donetsk and Luhansk. And the 'Normandy format', by the way, assumed the obligation of supervising it," Lavrov told a press conference he gave following negotiations with Madagascar's Foreign Minister Beatrice Atallah.
