Prisoner exchange according to "all for all" formula is only possible after Kyiv amnesties all participants in Donbas conflict - DPR

MOSCOW. Oct 21 (Interfax) - The self-proclaimed Donetsk People's Republic (DPR) has called the declaration in Ukraine of an amnesty for the participants in the Donbas conflict the main condition for a prisoner exchange in the "all for all" format.

"In our understanding, a prisoner exchange in the 'all for all' format is only possible after the adoption in Ukraine and enactment of the law on amnesty, not earlier," DPR ombudsman Darya Morozova told Interfax on Wednesday.

She said Donetsk does not share Kyiv's approach, which links the exchange to specific dates.

"It's only dates seen by Kyiv and they are their own viewpoint," Morozova said, commenting on the statement by parliamentarian Iryna Herashchenko, who represents Ukraine in the subgroup on humanitarian issues of the Contact Group, saying that the militia should release all prisoners held by them by the end of this year.

Herashchenko said on Facebook, citing updated information from the Ukrainian Security Service, that "148 people, including 59 civilians, and the rest are military" are being illegally held in Donbas and "800 Ukrainians are on the missing persons lists."

She said there is a clear order from Ukrainian President Petro Poroshenko that prisoners held by the militia of the self-proclaimed republics should be freed before the end of this year.
