MOSCOW. Nov 16 (Interfax) - Moscow is convinced that if Kyiv has the political will then it could adopt changes to its legislation as required for implementation of the Minsk Agreements, Russian Permanent Representative to the OSCE Alexander Lukashevich said.
"We are convinced that in the presence of political will, all legislative changes required for the implementation of the 'Package of Measures' could be adopted as well," he said when speaking in Vienna.
The text of Lukashevich's speech was available on the official website of the Russian Foreign Ministry on Friday.
"As far as we understood, the peculiar details of the Ukrainian law-making process are such that given a sufficient level of support from Western partners, Ukraine's Verkhovna Rada is still capable, though not on the first try, of adopting necessary legislative acts," Lukashevich said.
Lukashevich added that "the parties exchanged their proposals in relation to the content of the law on elections" within the political subgroup of the Trilateral Contact Group on the settlement in Donbas.
"We expect that it will help work out a compromise version of such a law. However, we shouldn't forget about other related elements of the 'Package of Measures' concerning amnesty, implementation of the constitutional reform [needed] to permanently grant a special status to some parts of Donbas," he said.
The restoration of Kyiv's control over the state border will only be possible after the political settlement of the conflict is reached, Lukashevich said.
"Let's recall that under the 'Package of Measures', any restoration of the full control over the border on the part of the Ukrainian government, which our colleagues are talking about here, is possible only upon reaching a comprehensive political settlement. It is counterproductive getting so far ahead in this process," Lukashevich said.
