No plans so far for meeting of 'Normandy Four' leaders - Peskov (Part 2)

MOSCOW. March 4 (Interfax) - A meeting of the 'Normandy Four' leaders is not being planned at this point, Kremlin spokesman Dmitry Peskov has said, adding that the Ukrainian side's continuing failure to fulfill the Minsk agreements creates the main obstacle to settling the conflict.

"So far, there are no plans [for a meeting] at the level of presidents. Certainly, 'homework' needs to be done in order to enable the presidents to meet. And, at this point, we have to say with regret that the Ukrainian side has not been fulfilling the Minsk agreements and is still not doing it," Peskov told reporters.

He described this as the main obstacle standing in the way of a political solution to the conflict.

Indeed, isolated truce violations have happened, but it is necessary to establish the culprits in each individual case, Peskov said.

"As the number of these violations grows, the danger of an escalation of tensions certainly appears. It is impossible to take any further steps without Ukraine fulfilling what is written in black and white in the Minsk agreements. But we do not see any steps here," he added.
