DPR not to exchange 'all for all' prisoners until amnesty law passed

DONETSK. Feb 4 (Interfax) - The self-proclaimed Donetsk People's Republic (DPR) supports the 'all for all' prisoner swap but says it will be impossible without the amnesty law.

"We fully support this appeal [for swapping prisoners until the end of April] but we have some doubts about the Ukrainian readiness to fully take this course. We have long been insisting on the 'all for all' exchange, but it cannot happen without the amnesty law," DPR negotiator Denis Pushilin told reporters on Friday.

It will be impossible to make this exchange even by the '50 for 25' formula without Europe's pressure on Ukraine, he said.

"It is not difficult for us to set free several dozen prisoners," he said.

"Yet the Ukrainian position is slightly different," he said. "They are referring to the procedural clearance needed even for those people who have been requested and whose location and charges brought against them are known to us," Pushilin said.

"That list of 50 persons we want to exchange for 25, and the fact that Ukraine has been stalling this matter [...] It is hardly possible to do anything without putting certain pressure on Ukraine," he said.
