KYIV. Oct 5 (Interfax) - The OSCE Special Monitoring Mission has said it is ready and able to monitor the situation near Zolote and Pervomaisk in the Luhansk region but a lack of security guarantees is an impediment.
"OSCE SMM is ready/able to monitor, but prevented. No security guarantees from UAF & 'LPR' [possible mines] in the area of Zolote/Pervomaisk," the mission said on Twitter on Wednesday morning.
The mission said on Tuesday that it was ready and able to monitor the Zolote and Pervomaisk area but that security guarantees were lacking.
