MOSCOW. Dec 29 (Interfax) - Russian President Vladimir Putin has signed a decree On Abolishing the Federal Agency for Special Construction, the presidential press service said.
"For the purpose of improving the state administration system, I issue a decree to abolish the Federal Agency for Special Construction," the document said.
The functions of the abolished Spetsstroy are transferred to the Defense Ministry.
"Complete the staffing measures associated with the implementation of this Decree by July 1, 2017," the decree said.
"The number of federal state civilian employees of the central administration of the abolished Federal Agency for Special Construction in the amount of 200 persons" also are transferred to the Defense Ministry.
Additionally, the number of military and civilian staff of engineering and technical military units and road construction military formations under the abolished agency are transferred to the Russian Armed Forces.
Besides, the federal state public sector establishment Department of Capital Construction № 900 under the Federal Agency for Special Construction and federal state unitary enterprises that are under the supervision of Spetsstroy are transferred under the supervision of the Defense Ministry.
According to the document, the Defense Ministry is a legal successor of Spetsstroy, including for the obligations that arose as a result of the fulfillment of court rulings.
The Russian government has been ordered to ensure the continuity of the exercise of the transferred functions, the organization of liquidation procedures, the transfer to the Defense Ministry of property, including real estate, belonging to Spetsstroy.
Additionally, the Cabinet of Ministers has been ordered to bring its regulations into compliance with the decree within a period of three months and submit proposals on bringing Russian presidential acts into compliance with the decree. The government is also expected to submit to the State Duma a draft federal law on making changes to the legislation in connection with the abolition of Spetsstroy and ensure the solution of organizational, financial, material and technical, and other issues by June 1, 2017.
The decree takes effect on the day it is signed.
