MOSCOW. Feb 6 (Interfax) - The issue of the creation of a Kurdish autonomy in Syria should not be submitted for public debate before a draft version of the country's new constitution is agreed upon, Russian ambassador to Damascus Alexander Kinshchak said.
"I believe the issue of the creation of a Kurdish autonomy in Syria or, if you look broader, of the re-distribution of powers between the central and local authorities in favor of the latter should be regulated by the constitution. I believe it is now too early to discuss this sensitive issue in public," Kinshchak said in an interview with Interfax.
"We need to give the Syrians an opportunity to agree upon a draft version of the new constitution, which will state relevant understandings, and then approve it at a nationwide referendum," the diplomat said.
