ASTANA. Feb 16 (Interfax) - The negotiation participants in Astana have failed to approve a document containing a detailed plan for implementing a ceasefire between the government forces and opposition groups, a source in the delegation of one of the guarantor-countries told Interfax on Thursday.
"They have been unable to approve the document," the source said.
A possible reason is that the level of Turkey's representation at the negotiations was not high enough, the source said.
