MOSCOW. Feb 21 (Interfax) - The Russian presidential decree on the recognition of passports of the self-proclaimed Donbas republics' residents goes in line with both the spirit and letter of the Minsk Agreements, Russian Foreign Minister Sergei Lavrov said.
"This decree is not only in line with the spirit and goals of the Minsk Agreements, but also their letter," Lavrov said at a press conference on Tuesday.
"For completeness, I would like to offer that it not be forgotten that in other regions of Ukraine which aren't blocked, I'm talking about western Ukraine in particular, Romanian, Hungarian passports, Polish cards are issued to all those who wish, and we hear no negative reaction to that," Lavrov said.
