MOSCOW. April 13 (Interfax) - The Federation Council is asserting the blocking of the Minsk Agreements by Kyiv and urging Ukraine not to hinder the resolution of humanitarian problems in the self-proclaimed Donbas republics.
"We have not touched upon a very important question, i.e. the implementation of the Minsk Agreements. Unfortunately, the Minsk Agreements are not working. Ukraine has blocked any progress," Federation Council Deputy Chairperson Yury Vorobyov said at a meeting of the committee for public support for southeastern Ukraine.
Now that Kyiv is blocking the implementation of the Minsk Agreements, people in the self-proclaimed Donbas republics are finding new forms of self-organization to resolve humanitarian problems, he said.
"The new initiatives of these republics present a humanitarian program of their restoration. I would like to ask Ukrainian leaders not to hinder this program. It serves the public interest. So far, we know that Kyiv has been obstructing the program in every possible way. On the contrary, everything should be done so that people unite on the level of local authorities, humanitarian organizations, education and healthcare and so that the scope of confrontation declines," he said.
